Why not just point Hubble at the moon and snap away?

Phil Plait explains why we can’t see the Apollo landing sites on the moon–even with the Hubble telescope.

I don’t claim to be big on book-learning and such, but I just don’t see why the size of a fisherman should matter.  What fisherman?  Who decides?  I don’t get it but he just keeps going on about angler size and all.
